<p>As of 9 July 2025, Bank Negara Malaysia (BNM) announced its latest revision to the <strong>Overnight Policy Rate</strong> <strong>(OPR),</strong> reducing it from <strong>3.00% to 2.75%</strong>. This marks the<strong> first rate cut in two years</strong>.</p>



<p>Previously, BNM had maintained the OPR at <strong>3.00%</strong> since its 25 basis point hike on 3 May 2023.</p>



<p>With this adjustment, the ceiling and floor rates of the <strong>OPR corridor </strong>are now set at <strong>3.00%</strong> and <strong>2.50%</strong>, respectively.</p>

<p>Before we dive in deeper, let&rsquo;s have a look at what OPR is all about.</p>



<p><span style="font-weight: 400; color: #000000;">The <strong>Overnight Policy Rate (OPR)</strong> is an overnight interest rate set by <strong>Bank Negara Malaysia</strong> (BNM), which determines the <strong>interest rate</strong> for financial institutions to <strong>lend funds</strong> to one another.&nbsp;</span></p>



<p><span style="font-weight: 400; color: #000000;">Depending on the bank&rsquo;s lending activities as well as the customers&rsquo; deposits and withdrawals, banks have <strong>varying levels of cash reserves</strong> on a daily basis.&nbsp;</span></p>



<p><span style="font-weight: 400;">Thus, banks with a <strong>cash shortage</strong> often borrow from banks with larger cash reserves in order to balance the available levels of cash, which in turn ensures a stable banking system.</span></p>

<p><span style="font-weight: 400;">Maintaining this balance is crucial to <strong>keep financial systems functioning</strong>, as well as meet the liquidity requirements set by BNM.&nbsp;</span></p>



<p><span style="font-weight: 400; color: #000000;">To ensure banks have a <strong>steady amount of available cash</strong>, the interest rates fixed by the OPR provides a structure for monetary direction on a national scale. </span></p>



<p><span style="font-weight: 400; color: #000000;">Due to its significance in banking operations, the OPR can <strong>affect the economy</strong> in various ways, including employment and inflation.</span></p>

<p>As a homebuyer or business owner, you&rsquo;ll likely want to know how this rate change affects your loans.</p>



<p><strong>When the OPR is higher:</strong></p>



<ul class="wp-block-list">
<li><strong>Loan costs increase</strong>, as banks will revise their interest rates.</li>



<li>Housing and commercial loan interest rates <strong>also rise</strong>.</li>



<li>This makes access to capital <strong>more difficult and adds pressure</strong> to existing loans.</li>

<p><strong>When the OPR is lower (like now &ndash; 2.75%):</strong></p>

<p>For example, in 2020, Malaysia recorded its lowest-ever OPR at <strong>1.75%</strong> due to the impact of the pandemic.</p>



<p>This latest rate cut is seen as a proactive move to support the economy amid low inflation (around <strong>1.2%</strong>) and slower GDP growth (approximately <strong>4.4%</strong> in Q1 2025).</p>



<p><span style="font-weight: 400; color: #000000;"><strong>The increase in OPR results in:</strong></span></p>



<h4 class="wp-block-heading" id="h-1-higher-monthly-installment-payments"><span style="font-size: 14pt; color: #000000;"><strong>1. Higher monthly installment payments</strong></span></h4>



<p><span style="font-weight: 400; color: #000000;">The higher interest rates make the cost of borrowing more expensive, resulting in a hike in <strong>monthly installment payments</strong>.</span></p>



<h4 class="wp-block-heading" id="h-2-longer-loan-tenure"><span style="font-size: 14pt; color: #000000;"><strong>2. Longer loan tenure</strong></span></h4>



<p><span style="font-weight: 400; color: #000000;">Thanks to the increase in the monthly installment amount, the <strong>repayment period</strong> will be <strong>extended</strong> if the old sum is maintained.</span></p>



<p><span style="font-weight: 400; color: #000000;">Since most housing loans in Malaysia are Full Flexi Loans or Semi Flexi Loans, this means that your monthly payment will <strong>fluctuate</strong> with the rise and fall of OPR.</span></p>

<p>The recent <strong>OPR cut to 2.75%</strong> creates a more favourable environment for property buyers. Lower borrowing costs mean <strong>home loans are now more affordable</strong>, reducing monthly repayments for many. </p>



<p>At the same time, Malaysia&rsquo;s housing market remains stable, with mid-market properties (below RM500,000) continuing to <strong>attract steady demand</strong>, while some higher-end segments show more negotiability.</p>



<p>While inflation is low (around <strong>1.2%</strong>) and GDP growth is expected to be moderate (<strong>~4%</strong> in 2025), this provides buyers an opportunity to <strong>secure better loan terms</strong>. Developers are also offering incentives like rebates and free legal fees, adding further value.</p>



<p>However, buyers should remain cautious if they are looking for short-term gains, as price growth is likely to stay modest through 2025. </p>

<p>This move indicates that consumers have become familiar with the existing interest rate and remain inclined to pursue mortgage borrowing.&nbsp;</p>



<p>Kashif Ansari, the co-founder and Group Chief Executive Officer of Juwai IQI, highlighted that household loans, encompassing various purposes including housing, experienced a notable 6% increase in January. This observation underscores consumers&rsquo; confidence in their financial stability and future prospects.&nbsp;</p>



<p>In his recent statement, he revealed the findings from their market survey suggesting a potential uptick of nearly 10% in residential prices and rents for 2024. He also emphasized that <strong>affordable homes</strong> priced <strong>up to RM500,000</strong> remain the <strong>most in-demand category </strong>in the current year.&nbsp;</p>



<p>He observed that the choice to uphold the interest rate was a decision that could have swung either way in a challenging monetary climate.&nbsp;</p>



<p>He added that the decision to maintain the interest rate was crucial given the challenging monetary environment. Additionally, he commented that the Bank Negara Malaysia (BNM) chose to keep rates steady, to strike a balance between stimulating economic growth and reducing the chance of making inflation worse.&nbsp;</p>



<p>Kashif also stated that Juwai IQI anticipated BNM to retain the overnight policy rate at 3% until at least 2025. He stressed that BNM took early action on inflation by raising interest rates to keep inflation at its current level.&nbsp;</p>



<p>He expressed hope for Malaysia&rsquo;s economy to recover this year, fueled by strong domestic and international demand. He anticipated that China&rsquo;s economic growth, supported by government stimulus efforts, would lead to increased global demand for Malaysian exports.&nbsp;</p>



<p>The Monetary Policy Committee of BNM confirmed its decision to keep the Overnight Policy Rate (OPR) at 3%. It was emphasized by the committee that the current monetary policy is supportive of the economy and is in line with the current evaluation of inflation and growth prospects.&nbsp;</p>

<p>Malaysia&rsquo;s economy expanded substantially in a year, supported by a rise in consumer spending that helped services and manufacturing rebound. This gave the central bank more room to concentrate on combating inflation.</p>
<p>According to Bank Negara Malaysia (BNM), gross domestic product expanded 8.9% in April-June from a year ago, beating the 7% median estimate in a Bloomberg survey. Output rose 3.5% from the first quarter against a median estimate of a 1% growth.</p>
<p>The resource-rich economy is gaining traction on pent-up demand from the easing of mobility restrictions, rising employment and firmer prices for the country&rsquo;s commodity exports.</p>

<p>Nor Shamsiah Mohd Yunus, the central bank Governor said the government now expects full-year GDP growth at the upper end of its 5.3%-6.3% forecast.</p>
<p>At the same time, headline inflation will probably average closer to the top end of a 2.2%-3.2% range, the governor said, adding that monetary policy continues to be accommodative after raising the policy rate by a total of 50 basis points since May.</p>

<p><span style="color: #ff6600;"><b>As of May 6th, </b></span>Bank Negara Malaysia has maintained the overnight policy rate (OPR) at 1.75%. Despite the impact of the COVID-19 pandemic, the central bank said the global economies continued to strengthen, including Malaysia.</p>
<p><strong><span style="color: #ff6600;"><a href="https://iqiglobal.com/blog/bnm-has-confidence-in-monetary-policy-landscape-economist/" target="_blank" rel="nofollow noreferrer noopener">As widely expected by economists,</a></span></strong> such as Juwai IQI&rsquo;s Chief Economist Shan Saeed, said Bank Negara Malaysia had made plenty of OPR reductions, and it took a good 12 to 15 months for the policy lever to make its impact on the economy.</p>
<p>This, it is expected to bring a lot of positive effects on the Malaysian economy, including the BLR and Malaysian Ringgit exchange rate.</p>

<h2><strong>How does it affect housing loans?</strong></h2>
<p>As a homeowner, the cost of borrowing will be lessened. A lower <b>OPR</b> would trigger banks to adjust their lending base rate (BLR) and base financing (BFR). This would then indirectly affect the interest rates &ndash; which means lowered costs for borrowing or refinancing an existing home loan.</p>

<p>First of all, why did Bank Negara Malaysia decided to lower the OPR? It might be due to boosting the economy because when the OPR is lowered, the interest rate of any savings will also be lower too.</p>
<p>Through such development, people will be more willing to withdraw money from Fixed Deposits and focusing on investments.</p>
