可能没有哪个房产项目象马来西亚与新加坡之间的森林城市受到这么多国际关注，也没有哪个项目的开发过程这么一波三折。<\/span><\/p>\n

今年随着各国边界的重新开放，不少媒体一窝蜂地来到这里一探究竟，从他们的报道中人们得到的印象是，这是座空寂的“鬼城”；当你正庆幸自己当年没“入坑”时，8月底，马来西亚首相拿督斯里安华宣布，森林城市将被重新指定为金融特区。<\/span><\/p>\n

从那以后，马新两国媒体在谈论这个项目时，便把它跟香港对面的深圳，甚至曼哈顿边上的新泽西州连在了一起。<\/span><\/p>\n

金融特区到底是啥？ <\/strong>有多特？<\/strong><\/span><\/h2>\n

森林城市是一个在填海的土地上建造的城市，位于马来西亚最南部柔佛州新山以外的海中，离对面新加坡直线距离2公里，开发商碧桂园<\/a><\/span>的宣传用语称这座城市位于“东盟中心地带”。<\/span><\/p>\n

这座耗资1000亿美元的开发项目的规划，包含填海四个岛约20平方公里、高尔夫组团和建筑工业化产业园约10平方公里。<\/span><\/p>\n

目前有一个岛已填好，据碧桂园马来西亚公司称，截至今年8月份，森林城市项目在历经8年的建设工程后，总体竣工率为15%。迄今已建成28,000个住宅单位，有9,000人居住在森林城市。<\/span><\/p>\n

新山中华总商会会长Low Kueck Shin先生告诉新加坡《亚洲新闻台》说，森林城市金融区的设立，是马来西亚依斯干达州和柔佛州南部经济走廊实现其作为国际大都市潜力的正确方向上迈出的一大步。<\/span><\/p>\n

他说，对于马来西亚的公司，金融特区将鼓励他们与新加坡公司建立更多的伙伴关系。特区还将惠及南部州的零售、餐饮和酒店业。<\/span><\/p>\n

特区可以引发“乘数效应”——更多新加坡公司在森林城市设立基地，柔佛州的公司也将与它们进行更多的业务合作，并享受技术知识和专业技能的转让。<\/span><\/p>\n

这也将为马来西亚本地人创造更多就业机会，柔佛州终于可以像人们曾经设想的那样——就像深圳成为中国大陆的经济枢纽一样。<\/span><\/p>\n

新加坡制造商联合会（SMF）副会长兼名誉秘书主席Melvin Tan先生说，此举将使面临土地空间和电力供应成本上升等挑战的新加坡公司受益。<\/span><\/p>\n

对于许多传统或较小的企业来说，新加坡正面临着空间紧张的问题，由于土地、劳动力和基础设施的成本，许多制造商无法在新加坡维持运营。<\/span><\/p>\n

而柔佛州的土地成本较低，水电等公用事业成本也较低，毗邻新加坡，在柔佛州开设经济区可以为其中一些公司提供生命线。<\/span><\/p>\n

森林特区会像以前的经济区一样消失吗？ <\/strong><\/span><\/h2>\n

但业内人士也不确定森林城市自贸区的愿景能否实现，因为过去提出的同类项目要么表现不佳，要么没有实现。<\/span><\/p>\n

2009 年，时任首相拿督斯里纳吉在登嘉楼和彭亨设立了一个类似的经济特区，以吸引中国在马来西亚半岛东海岸的投资，该地区被称为东海岸经济特区特别经济区域（ECER SEZ）。<\/span><\/p>\n

碧桂园马来西亚公司发言人发表声明称，碧桂园欢迎安华宣布将在森林城市设立自贸区，因为这将“刺激柔佛州的投资和经济增长”<\/strong>，尤其是在医疗、教育和旅游领域。<\/span><\/p>\n

碧桂园还表示，其在马来西亚的子公司财务状况良好：“迄今为止，该地区整体运营安全稳定。公司在马来西亚的项目运营正常，销售业绩强劲。 ”<\/span><\/p>\n

然而，SUSS的Theseira副教授表示，由于没有公开的碧桂园在马来西亚开发部门的财务信息，因此无法最终评估碧桂园控股在中国的财务困境是否会对其在新加坡的子公司产生任何溢出效应。<\/span><\/p>\n

有人认为碧桂园在开发住宅项目方面拥有丰富的经验，但在为制造企业开发工业园区方面则没有相关经验。<\/span><\/p>\n

有新加坡企业家认为，对于一个由住宅项目改建而成的金融特区，效果还有待观察。<\/span><\/p>\n

据2023年12月的媒体报道，多位关注森林城市的经纪人发现，最近为这里实惠的房租吸引而来看房的人有显著增加。<\/span><\/p>\n

这里带家具的两居室月租金在RM1,000（约合人民币1520元）左右，有新山市区的打工族觉得不错。<\/span><\/p>\n

另外，从本周开始，开发商也开通了从这里开往新加坡一侧的公共汽车路线。无疑地，租客会进一步增加。<\/span><\/p>\n
