Jumlah urus niaga hartanah untuk 1H 2020 turun 27.9% YoY kepada 115,476, sementara nilai transaksi menurun 31.5% menjadi RM46.94bilion, berdasarkan data terbaru yang dikeluarkan oleh <a href=\"https:\/\/napic.jpph.gov.my\/portal\" target=\"_blank\" rel=\"noopener\">Pusat Maklumat Harta Tanah Negara (NAPIC)<\/a> yang beroperasi di bawah Perkhidmatan Penilaian dan Perkhidmatan Harta Kementerian Kewangan Jabatan (JPPH).<\/span><\/p>\n<p><span style=\"color: #000000;\">Manakala pada tahun 2021, NAPIC melaporkan hartanah lambakan (overhang) sedikit pembaikan pada penghujung 2020. NAPIC turut mengatakan pasaran kediaman dijangka mengalami kenaikan perlahan pada separuh kedua tahun 2021, dengan tumpuan tetap pada segmen yang berpatutan.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>Impak positif Covid-19 terhadap pasaran hartanah<\/h3>\n<p><span style=\"color: #000000;\">Dalam kesusahan pasti ada kesenangan untuk para pembeli hartanah. Terdapat beberapa impak positif Covid-19 terhadap pasaran hartanah. Kesan positif ini kebanyakkannya untuk para pembeli yang inginkan hartanah mereka sendiri.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>1. Pada tahun 2019, kesan pandemik yang awal, harga hartanah kediaman dijangka akan terus susut dalam tempoh satu hingga dua tahun berikutan lambakan unit rumah tidak terjual di Malaysia dahulunya <a href=\"https:\/\/www.bharian.com.my\/bisnes\/hartanah\/2019\/02\/532505\/harga-rumah-terus-susut-hingga-2021\" target=\"_blank\" rel=\"noopener\">mencecah nilai sebanyak RM29.47 bilion<\/a>.<\/span><\/p>\n<p><span style=\"color: #000000;\">Manakala pada tahun 2020, harga diminta pembeli rumah di Malaysia mula mencatatkan penurunan pada suku ketiga 2020, merentasi semua empat pasaran utama termasuk Kuala Lumpur, Selangor, Pulau Pinang dan Johor.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>2. Lebih ramai pembeli di pasaran<\/h3>\n<p><span style=\"color: #000000;\">Kerana dilanda pandemik, lebih ramai pembeli ada di pasaran dan menginginkan hartanah mereka sendiri. Dengan kadar faedah serta harga hartanah yang murah, lebih ramai pembeli kini menjadi agresif dan ingin mengaut keuntungan masa hadapan.<\/span><\/p>\n<p><span style=\"color: #000000;\">Menurut kajian oleh Juwai IQI, pada hujung tahun 2020 dan awal 2021, <a href=\"https:\/\/iqiglobal.com\/blog\/ms\/covid-19-tak-jejas-jualan-rumah-di-malaysia-juwai-iqi\/\" target=\"_blank\" rel=\"noopener\">Covid-19 tidak menjejas jualan hartanah di Malaysia.<\/a> Malah, Juwai IQI memuktamadkan AS$88 juta (RM364 juta) jualan projek kediaman baharu di seluruh Malaysia berbanding tahun 2019. <\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>3. Oleh kerana kadar yang rendah, lebih ramai pembeli ingin menggunakan peluang keemasan ini untuk membeli hartanah pertama mereka.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>4. Pelbagai pakej ransangan kerajaan untuk meransang pemilikan dan pelupusan<\/h3>\n<p><span style=\"color: #000000;\">Pihak kerajaan telah melancarkan pelbagai pakej ransangan sebagai langkah untuk membantu pengguna serta ekonomi negara. Kenaikan penggunaan digital untuk jual hartanah<\/h3>\n<p><span style=\"color: #000000;\">Kesukaran untuk melihat dan memeriksa rumah yang mereka inginkan, lebih ramai pengguna saksikan LIVE para REN yang memaparkan listing mereka dalam talian. Kerugian tidak bertumpu hanya pada pasaran hartanah, malah ekonomi negara menghadapi masalah akibat pandemik.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>1. Banyak projek tergantung<\/h3>\n<p><span style=\"color: #000000;\">Lockdown yang berlangsung pada Mac 2020 &ndash; May 2020 telah menutup semua sektor kecuali sektor perkhidmatan perlu telah <a href=\"https:\/\/www.astroawani.com\/berita-bisnes\/aktiviti-perumahan-merosot-pada-separuh-pertama-2020-bnm-263539\" target=\"_blank\" rel=\"noopener\">menangguh banyak projek perumahan yang sedang berjalan<\/a>.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000000;\">BNM berkata projek perumahan yang dilancarkan pada suku kedua tahun 2020 adalah sedikit, ia akan terus menjejaskan aktiviti pasaran dengan jumlah unit baharu berjumlah hanya sekitar seperlima (3.911 unit) daripada purata suku tahunan pada tahun 2019.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sementara itu, jumlah rumah yang belum terjual kekal meningkat hampir 170,000 unit, kebanyakannya masih dalam pembinaan<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>2. Harga hartanah turun<\/h3>\n<p><span style=\"color: #000000;\">Bagi pembeli ini merupakan keuntungan dan peluang, manakala bagi pemaju dan pelabur, ini merupakan satu kerugian yang besar. Pemaju tidak dapat untuk selesaikan projek mereka yang boleh mendatangkan keuntungan besar serta harga hartanah yang turun menyebabkan pelabur harus menjual hartanah mereka dengan harga yang murah.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>3. Pada masa yang sama simpanan yang telah mengambil masa yang lama untuk kumpul digunakan untuk menjaga diri dan ahli keluarga.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pengangguran di Malaysia meningkat kepada 772,900 orang pada kadar 4.8 peratus pada Disember 2020 menurut perangkaan terkini <a href=\"https:\/\/www.dosm.gov.my\/v1\/index.php\" target=\"_blank\" rel=\"noopener\">Jabatan Perangkaan Malaysia (DOSM)<\/a>. Justeru, ramai tidak berani berbelanja untuk pelaburan pasaran hartanah.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>4. Malah dengan pandemik, ia mainkan peranan lebih besar dari segi pendapatan masyarakat &ndash; mereka yang hilang punca pendapatan atau menanggung kehidupan seharian berbanding melabur untuk sebuah rumah.<\/span><\/p>\n<p><span style=\"color: #000000;\">Berdasarkan laporan pasaran hartanah yang dikeluarkan Pusat Maklumat Harta Tanah Negara (NAPIC) bagi separuh tahun pertama 2020 (H1 2020), <a href=\"https:\/\/www.bharian.com.my\/berita\/nasional\/2020\/11\/758149\/parlimen-rumah-tak-terjual-bernilai-rm2003-bilion-setakat-jun\" target=\"_blank\" rel=\"noopener\">sebanyak 31,661 unit rumah siap dibina belum terjual<\/a>, dengan nilai mencecah RM20.03 bilion setakat Jun 2020. <\/span><\/p>\n<p><span style=\"color: #000000;\">Jumlah itu menyaksikan peningkatan 3.3 peratus dalam bilangan dan 6.4 peratus dalam nilai berbanding tempoh sama tahun 2019 iaitu 30,664 unit rumah bernilai RM18.82 bilion.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\">Wabak Covid-19 masih melanda negara kita.
