Affordable Housing <\/strong>& Urban Living<\/h2>\n\n\n\nThe government continues to prioritise liveable, inclusive cities under Budget 2026<\/strong>, with a focus on improving public housing<\/mark><\/a> and urban environments nationwide. <\/p>\n\n\n\n
Through DBKL<\/strong>, a total of RM500 million<\/strong> has been allocated to uplift urban living standards: <\/p>\n\n\n\n
RM200 million<\/strong> to improve hawker facilities and RM300 million<\/strong> for public housing upgrades, including maintenance of Projek Perumahan Rakyat (PPR)<\/strong> infrastructure. <\/p>\n\n\n\n
In addition, all lift damages in public housing units are targeted to be fully repaired<\/strong> by the end of 2025<\/strong>, ensuring safer and more comfortable living conditions for all. <\/p>\n\n\n\n
Kota MADANI<\/strong><\/h3>\n\n\n\n
The Kota MADANI<\/strong> concept embodies Malaysia’s vision of a smart, AI-driven, and green city<\/strong>, born from the philosophy of MADANI<\/strong> itself. <\/p>\n\n\n\n
The first of its kind, Kota MADANI Precinct 19 in Putrajaya<\/strong> will offer 10,000 homes<\/strong>, with 80% reserved for civil servants<\/strong>. <\/p>\n\n\n\n
To maximise urban space<\/strong> in high-density areas, the government will also introduce the Vertical School<\/strong> concept, integrating education and housing within the same development. <\/p>\n\n\n\n
Three pilot projects will be launched at: <\/p>\n\n\n\n

The government will continue expanding access to quality housing through several initiatives under the Projek Perumahan Rakyat (PPR)<\/strong>: <\/p>\n\n\n\n

RM672 million<\/strong> allocated for the Residensi Rakyat<\/strong> and Rumah Mesra Rakyat<\/strong> programmes, benefiting 33,000 residents<\/strong> in projects such as PRR Ayer Lanas (Kelantan)<\/strong> and PRR Masai (Johor)<\/strong>. <\/li>\n<\/ul>\n\n\n\n

Expansion of the SJKP home financing guarantee scheme<\/strong> to RM20 billion<\/strong>, doubling last year’s allocation to help more gig workers and self-employed Malaysians<\/strong> own homes. <\/li>\n<\/ul>\n\n\n\n

RM500 million<\/strong> to rebuild or repair over 3,300 dilapidated houses<\/strong>, including 380 homes for fishermen<\/strong>. <\/li>\n<\/ul>\n\n\n\n

RM143 million<\/strong> for maintenance of low- and medium-cost strata housing<\/strong>, including replacement of old lifts<\/strong>. <\/li>\n<\/ul>\n\n\n\n

Stamp Duty<\/strong><\/h2>\n\n\n\n
To continue supporting homeownership, the government has extended full stamp duty<\/strong> exemptions for first-home purchases<\/strong> up to RM500,000 until 31 December 2027<\/strong>.<\/p>\n\n\n\n
To keep the property market fair and competitive, residential property transfers by non-citizens<\/strong> and foreign companies<\/strong> will now be charged a flat stamp duty rate of 4% to 8%<\/strong>, except for permanent residents.<\/p>\n\n\n\n
The goal is to keep housing prices steady<\/strong> while making sure Malaysians can still afford to own homes<\/strong>.<\/p>\n\n\n

Home Financing Support<\/strong><\/h2>\n\n\n\n
To further ease access to housing, the government also announced several measures:<\/p>\n\n\n\n

80,000 first-time homebuyers<\/strong> will benefit from loan guarantees under SJKP (Skim Jaminan Kredit Perumahan)<\/strong>, to help more Malaysians secure their first homes.<\/li>\n\n\n\n
In addition, RM20 billion<\/strong> fund <\/strong>also has been introduced to help more gig workers<\/strong> and self-employed<\/strong> to own homes.<\/li>\n\n\n\n
Under the 13th Malaysia Plan (RMK13), financial institutions are encouraged to support rent-to-own<\/strong> and build-then-sell<\/strong> housing schemes, providing more flexible homeownership options.<\/li>\n<\/ul>\n\n\n

Sabah <\/mark><\/a>and Sarawak<\/mark><\/a><\/strong> receive the highest development allocations<\/strong> under Budget 2026<\/strong>, amounting to RM6.9 billion<\/strong> and RM6 billion<\/strong> respectively. <\/p>\n\n\n\n
This is a clear reflection of the government’s commitment to balanced regional growth<\/strong>.<\/p>\n\n\n\n
To further bridge the urban–rural divide and enhance connectivity, the government has also allocated RM3.3 billion<\/strong> for basic rural infrastructure projects<\/strong>.<\/p>\n\n\n\n
This includes building and upgrading village roads<\/strong>, providing clean water<\/strong> and electricity <\/strong>in rural Sabah and Sarawak, and adding bridges and streetlights.<\/p>\n\n\n\n

Under Budget 2026<\/strong>, RM5.9 billion<\/strong> has been allocated for Research, Development, Commercialisation and Innovation (RDCI)<\/strong> activities, alongside a 50% additional tax deduction<\/strong> for MSMEs investing in AI-related training. <\/p>\n\n\n\n
The plan also includes the establishment of a Sovereign AI Cloud<\/strong> and a RM53 million Malaysia Digital Accelerator Grant<\/strong>, both aimed at empowering local industries and strengthening the nation’s position in the global digital economy. <\/p>\n\n\n
